National Capacity Self-Assessment (NCSA) for Global Environmental Management
Project Summary
The primary objective of the Niue NCSA is to “identify and determine the nature of critical capacity constraints and priority capacity needs faced by Niue as they relate to the global environment”.The above objective will be achieved through a series of internal self-assessments to be carried out by various stakeholders to evaluate their capacity at systemic, institutional and individual levels to implement Niue’s obligations under the CBD, UNFCCC and UNCCD. The assessment will also pay close attention to crosscutting issues for the 3 Rio Conventions to promote synergy wherever possible. The NCSA process will then result in a national strategy and action plan to address those constraints. The aim is to ensure that domestic and externally-assisted action to meet Niue’s needs and priorities for capacity building are well-coordinated and implemented in an effective and efficient manner.
