National Capacity Self-Assessment (NCSA) for Global Environmental Management

Project Summary

Therefore, the proposed NCSA project would allow the country to conduct a thorough self assessment of the capacity needs, priorities and constraints facing national initiatives in order to comply with global environmental management objectives as set forth in the Rio Conventions and related international instruments. By analyzing issues relevant to all three conventions, as well as other environmental priorities, and by looking at capacity constraints at the individual, institutional and systematic levels the NCSA will provide for an integrated and holistic approach to environmental management in SKN. Conventions have only addressed thematic issues at their specific level and not a country-wide or on a cross sectoral basis. SKN has yet to undertake a comprehensive assessment to consider the need for, and potential benefits to be derived from a coordinated and cross-sectoral approach to environmental management and convention obligations. Synergies between the three conventions would be realized through the NCSA process.
