National Capacity Self-Assessment (NCSA) for Global Environmental Management
Project Summary
This NCSA exercise shall produce:- A description of the programmes, projects and strategies now in place to address the issues of biodiversity, climate change and desertification (including lists, maps and hierarchical charts of government departments - “organigrams”);- The identification of the principle existing interrelations and possible joint actions (lists, description of convergent activities) so as to avoid duplication of effort and to reinforce synergies, wherever possible;- A diagnosis of the capacity building requirements needed in the areas addressed by each of the three Conventions;- Policy guidelines for a capacity building strategy and an improved institutional framework.
