National Capacity Self - Assessment (NCSA) for Global Environmental Management
Project Summary
The NCSA process will afford Barbados an important opportunity to conduct a thorough assessment of its national capacity to assist in protecting the global environment by effectively implementing the Rio Conventions, specifically the Framework Convention on Climate Change (UNFCCC), the Convention on Biological Diversity (UNCBD) and the Convention to Combat Drought and Desertification (UNCCD). It will also contribute to the implementation of the broader National Sustainable Development Policy. The NCSA process is intended to assess the national capacity needs for implementing these conventions by analyzing issues both within, and that cut across, these thematic areas, thereby leading to a more integrated and synergistic approach to implementing the conventions. The primary goal of the NCSA is to identify, through a country-driven process, priorities and needs for capacity building to protect the global environment in the three thematic areas of biological diversity, climate change and land degradation. Specific objectives to be accomplished in the process include:1.to identify, confirm and review priority issues for action within the thematic areas of biodiversity, climate change and desertification/land degradation respectively,2.to explore related capacity needs within and across the three thematic areas,3.to catalyse targeted and coordinated action and requests for future funding and assistance, and4.to link country action to the broader environmental management and sustainable development framework.
