National Capacity Needs Self-Assessment for Global Environment Management

The objective of the NCSA process is to identify through a national-driven consultative process, the priorities, needs and constraints for capacity building to protect the global environment as Afghanistan begins to meet its obligations to the Rio conventions and related international instruments.
